Statements filed for the claimants

Katherine Watt's video statement and 280-page memo for the court

Katherine Watt (expert nominated by the claimants)

Filed for the claimants · every defendant denies the claims; the court has not ruled

In 30 seconds

Watt, an American paralegal and writer, recorded a video for the Leeuwarden judges summarising her written report, the St. Benedict Memo, on US and international vaccine and biodefence law. It is one of the expert submissions the claimants want tested in court.

Cheat sheet

  1. Watt describes herself as a paralegal with a philosophy degree who has written on disease-control and biological-product law since 2021.
  2. She argues pandemic threats are 'political fabrications' and that all vaccines are unstable mixtures; defendants reject such claims.
  3. In her view, US law gives no physical basis to tell 'biological products' from 'biological agents', the core of her biological-weapon argument.
  4. She argues design- and manufacturing-defect lawsuits are impossible because no vaccine standards exist, which cuts against civil claims.
  5. The memo, written Mar-Sept 2025, traces US laws from 1938 to 2006 and claims EU regulators may rely on FDA work via trade agreements.
  6. She offers to testify under oath and debate defence experts in public.

Key passages · underlined

It is my informed opinion that communicable disease and pandemic threats are political fabrications based on widespread use of intentionally deceptive diagnostic testing devices, for the purposes of instilling public fear and justifying vaccination and biodefense programs.
Why it matters Watt's opening thesis goes beyond Covid to all disease threats, which shows how far her view reaches.Page 1 · Bailiwick News copy
It is my informed opinion that there can be no civil liability for -- or civil litigation to allege and prove -- design defects, because there are no design standards for vaccines.
Why it matters A claimants' expert saying such lawsuits cannot succeed, an unusual position for evidence filed in a civil damages case.Page 2 · Bailiwick News copy
There is no physical basis on which "biological products" can feasibly be distinguished from "biological agents," because all biologically-active substances are capable of causing death, disease or other biological malfunction in a human, an animal, a plant, or another living organism.
Why it matters The legal hinge of Watt's argument that vaccine law and weapons law cover the same substances.Page 8 · Bailiwick News copy
I am prepared to testify as to the substance of my findings under oath in court and to engage in public discussion with any experts who may be called to testify on behalf of the defendants.
Why it matters Her offer is what the claimants asked the courts to accept, and what both courts declined.Page 3 · Bailiwick News copy

Every defendant denies the claims, and the court has not ruled on them. Allegations are the claimants' pleaded positions, quoted as theirs. This is analysis and commentary, not legal advice. Interest of Justice is not a party to the case.
